Terms and conditions of the contest for book publishing
for obtaining a grant from "URAN ZOHEOLOY YURTEMSE"

I. General Provisions

1.1. This Regulation governs the tender competition for the selection of works to implement the project of publishing the best works in the Buryat language "URAN ZOHEOLOY YURTEMSE."
Two. PURPOSE AND OBJECTIVES OF THE COMPETITION

2.1. The purpose of the contest: Identification of works for projects to publish the best works of Buryat literature.
2.2. Objectives of the contest: the preservation and expansion of publishing activity in the Buryat language.

Three. Timeline for implementation of the Competition
3.1. Consultation on design proposals. Reception and registration of applications - 1 - March 31, 2011
3.2. Meetings of the Advisory Board - April 5, 2011 Identification of the best works of authorship.
3.3. The conclusion of contracts with the winners of the contest.
3.4. Carrying out a call for bids to select the publishing organization - April 6 - April 20, 2011
3.5. Submission of final report - October 15, 2011
3.6. Presentation of books published in the Hauk Belarus' National Library of the Republic of Buryatia "within days of the Buryat-October 2011

4. The budget of the Competition
4.1. The volume of competitive fund - 390 000 (three hundred ninety thousand) rubles.
4.2. Size of funding categories:
- "Uranium үgyn shedi" (prose) - a grant of up to 90, 0 rubles.;
- "Zhegүүrte үge" (poetry) - a grant of up to 50.0 thousand rubles.;
- "Bagashuulda" (a publication for children) - 2 grants to 75.0 thousand rubles.;
- "Zanshalaa Sahin һergeee" (Revival of traditions and rituals. Historical and regional studies literature) - 2 grants to 50.0 thousand rubles.

Five. Requirements for projects
5.1. Applicants submit grant documents to the Ministry of Culture of the Republic of Buryatia in the set:
5.1.1. Application (see Appendix);
5.1.2. 2 copies of the manuscript in hard copy (A4 size, text font Times New Roman, size 14, spacing 1,5) + an electronic version (on the label indicate the company name, phone number);
5.1.3. 2 reviews for publication;
5.1.4. cost estimates for the publication, including editing and publishing and printing costs;
5.1.5. help participants prepare for publication: authors, collaborators (creative brief biography, a list of key publications, and works), the main editor, compiler, artists and illustrators, indicating name, surname, patronymic, year of birth, address, phone;
5.1.6. The consent of the author to publish the book and the transfer of exclusive rights.
5.2. The competition is part of the manuscript authors living in the territory of Buryatia.
5.3. All publications received by the Contest, shall be assigned serial numbers.
5.4. We shall consider the application to meet all the requirements are presented in full and on time. Applications submitted after the announced deadline will not be accepted.

6. The organization of the competition
6.1. Grant applicants may submit only one application.
6.2. In order to organize tenders the Ministry of Culture of the Republic of Buryatia forms expert council. Examination of applications for grants and action on decisions made by the Expert Council with the assistance of literary critics, art historians, experts in the field of publishing.
6.3. At the first stage of all proposals considered and determined the winners - the manuscript, recommended for publication.
6.4. The second stage is determined by the issuing body.
6.5. The winners are recognized participants who scored maximum points on the following criteria:
- Compliance with project objectives and conditions of the Contest;
- The unique nature of the project;
- The social significance of the project;
- The validity of the requested funds.
6.6. Members of the Advisory Board do their job on a voluntary basis.
- Expert advice has the status of a temporary collegial body established to determine the winners of the competition is declared on the number of projects;
- Solutions Expert Council adopted by a majority vote of its members, and shall be the relevant protocol.
- Allowed examination of correspondence with obligatory written protocol.
- Members of the Advisory Board shall pre-reading of manuscripts received in the contest, determining their compliance with the Competition and take stock of the competition. The decision of the Expert Council considered valid if voted for him for at least two thirds of all members of the Advisory Council.
- Any of the experts can offer advisory council to discuss the feasibility of the final output of the project, did not get a sufficient number of votes in the examination. If, during the debate and subsequent vote in favor of the project favors the majority of participants, it also included among the finalists.
6.7. Members of the Advisory Board may not submit their publications to the grant competition.
6.8. Meeting of the Advisory Council is made protocol. The results of the contest are published in the newspapers "Buryatia".
6.9. The grantee must provide a complete financial report on the performance of the target within the deadline set by the contract.
